QUESTION OF COMPOSITION SPAIN RATIFIES AMENDMENT. Press Association—By Telegraph—Copyright. _ GENEVA, Juno 10. At the meeting of the League Council, the Spanish representative announced that Spain would ratify the amendment to Article IV. of tire Covenant of tho League, relating to the re-election and rotation of nonpermauent members of tho Council. Sir Austen Chamberlain congratulated tho Spanish Government and said that the announcement would bo received with great satisfaction and appreciation, Spain’s nction completes the required ratifications, and tire amendment thus becomes operative. Tho Brazilian delegate, Son or MelloFranco, has lodged Brazil’s resignation from tho Council of tho League. This does uot imply that Brazil ceases to be a member'of tho League. Tho Spanish delegate declared that Spain would not participate in any Council elections until sho obtained a permanent scat.—Renter. HUNGARY’S LOAN. FIN ANOI A L RBCONSTR UCTION. GENEVA, June 10. The Council adopted tho report of the Committee on the Financial Reconstruction of Hungary, which recommended the cessation of the functions of Mr Jeremiah Smith (Financial Commissioner) from July 1. M. Dubois (chairman of the committee) pointed out that Mr Smith’s departure from Hungary did not mean the end of League control with respect to the balance of the reconstruction loan amounting to 83,000,000 gold crowns, or the revenues assigned to tho service of the loan, but it will mean tho abolition of control of the Budget. Count Von Bcthlen expressed the --ratification of the Hungarian people for an effort which had resulted in successful financial reconstruction in the short space of two and a-half years.—A. and N.Z. After protracted negotiations, a loan of £12,000,000 was issued in tho spring and summer of last year, and a CommissionerGeneral, Mr Jeremiah Smith, of Boston, was appointed.
