In view of the absence of representatives of Brazil and Spain from tbo meeting of the Council the question of its composition can only bo discussed j privately. It is rumored that both countries are offended, though it is expected that an ultimate settlement will be reached on the lines of Viscount Cecil’s proposals. Briefly put, Viscount Cecil’s plan provides that the next Assembly should elect nine non-permanent members of the Council—throe for a year and three for two years, and thereafter three to retire yearly—the Assembly to reserve the right to re-elect any nation by a two-thirds majority. BRAZIL RESIGNS. RIO DE JANEIRO, Juno 7. The newspaper ‘ Oglobo ’ announces Brazil’s withdrawal from the League of Nations. Formal notification of her resignation will be sent to Geneva within a few weeks.—A. and N.Z. Cable. MANDATES COMMISSION. GENEVA, June 8. A ses-sion of the Mandates Commission will open on Tuesday. It is expected that the New Guinea report will be considered in the afternoon and the Nauru report on Wednesday.—A. and N.Z. Cable.
