Senator Douiner held the position of Minister of Finance in 1895, after which he was for five years GovernorGeneral of Indo-China. His last office was Finance Minister under M. Briand in 1921. He has a wide reputation as a sound financial authority on somewhat conservative lines. The franc recovered two points on M. Louchenr’s resignation. The whole of the evening Press predicts that M. Domncr’s appointment will prove a short-lived stop-gap, followed by another crisis.
