♦ A FRIENDLY GESTURE, Tress Association—By Telegraph— Copyright. LONDON, October 1. A friendly gesture to China is made in a Note , winch is being handed to the Peking Government to-morrow enumerating the measures which the Powers have taken to improve tho atmosphere at Shanghai. The Note expresses a readiness to instruct tho Consuls at Shanghai to endeavor to improve the relations between the employers and the workers when China gives similar instructions and expresses a willingness to discuss the rendition of mixed courts and_ the question of Chinese representation on the municipal councils, and promises careful consideration of Chinese objections to the proposed by-laws.—Reuter.
