Senator Harrison, in delivering the keynote speech at the, opening of the Democratic Convention, made a picturesque, attack on the Republicans, especially for their corruption in office, and briefly indicated the Democratic virtues. He said Unit despite the promises made during (ho 1920 campaign to reduce the cost of living, every line of the Eoniney Tariff had increased the cost. The defeat of the Taft. Administration was due to the Payno-Aidrich tarilf. a measure providing for a duty of 11 cents on wool. 'lhe same reactionary group had now fas-
toned a duty of 51 cents on the same goods. This tariff had tint, only added a burden of four billion dollars to the American masses, hut had revealed the nation's hypocrisy towards war-torn Europe, by demanding payments upon one hand, and preventing payments upon the other. “ The Republican morality is Spartan,’ he continued. “It is not the corruption but the discovery of it that constitutes tho crime. Shall .Daugherty go unpunished? The Republican nominee stands forlorn. descried, and pilloried by his own party. Senator Harrison asked what had become of tho 1921 pledges that the United States would join an association of nations, and ho attacked tho Senatorial negation of the World Court. He praised Mr Wilson’s foreign policies and Ids courageous, democratic participation in world undertakings. The speaker next attacked tho Slate Department’s activities to aid American private interests to obtain control of tho world's oil sources, and concluded; “We will restore the dignity and integrity of public cilice. Wc will punish rascals and enforce the law, whether it lie violated by a Congressional bribe taken or by the disreputable bootlegger. Wo will readjust tho tariff rates, relievo distressed agriculture, lay bare the campaign of bribery, and punish election frauds. Finally, we will assume in a manly fashion our responsibilities to tho world.”
