ORDER OF REFERENCE. A BIG PROGRAMME. Press Association—By Telegraph—Copyright. LONDON, April 22. Received April 23, at 9.35 a.m. Tho Colonial Office, in outlining tho scope of the Economic Conference, states that it will include consideration of the following matters ; fl) Ways and means for tho fuller development of the natural resources' of the dominions. (2) Inter-Imperial commerce, shipping, and communications generally. (3) Co-ordinated action for tho improvement of technical research. (4) Tho organisation of economic intelligence. (5) The unification of law or practice in tho Empire in certain matters affecting trade development. It is pointed out, regarding oversea settlement, that the conference will review the progress on tho lines laid down in tho resolution of the Imperial Conference of 1921; also tho possibilities of further progress. Consideration will also ho given to tho work of tho bodies already established on an inter-imperial basis for the purpose of economic co-operation, and probably to aspects of tho external commercial* relations of the Empire. Under those heads will como : (1) The question of mutual co-opera-tion among tho various Governments to safeguard their economic interests in relation to foreign countries. (2) Proposals for promoting International arrangements for tho more equitable treatment of commerce. (3) The position of Government enterprises regarding taxation and legal liabilitiesf—A. and N.Z. Cable.'
