(Received November 29, at 10.30 a.m.) The Minister of the Interior (Mr Stewart), speaking at the Canadian Club, Montreal, made an important announcement regarding the Government’s impending immigration plans, and asked for tho support of the financial interests for the proposals. He said that the first step would be to comb tho western part of the united States by means of an intensive advertising campaign to attract tenant farmers, who arc now paying rents from seven to ten times greater than they would pay in Canada. A second publicity' campaign would be conducted in Great Britain and certain countries of Northern Europe, tho whole of whoso nationals it was_ considered would make excellent immigrants. An effort would bo made to secure farmers with funds, but tenant farmers would also bo encouraged to como. The large Canadian land owners in tho West would bo asked to release part of their holdings for tilling on n tenant cooperation basis.
