THREE-MILE LIMIT

AiERICA AMO PROHIBITION. ATTORNEY-GENERAL’S RULING. A BLOW TO SHIPPING. Press Association—By Telegraph—Copyright, WASHINGTON, October 7. Mr H. M. Daugherty (Attorney-General) has ruled that the sale or carrying of liquor in all vessels, American and foreign, is illegal within the three-mile limit. This decision, which has been approved by President Harding and Mr G. E. liughcs (Secretary of State), ends tho peculiar situation under which the American Shipping Board vessels have been advertising liquor aboard while they were considered to bs in American territory and thus under tho Prohibition law. Mr Daugherty has also ruled that foreign ships cannot carry liquor oven as stores within the three-mile limit. This will seriously affect British shipping. It is exported that the shipping interests will wage a stiff battle in the 'Supreme Court. Mr Lasker, chairman of tho United States Shipping Board, declared that Mr Daugherty’s liquor ruling is a heavy blow to the United States merchant marine. American trade to the Orient is menaced, and both Pacific and Atlantic ports will suffer, to the advantage of the Canadian ports. President Harding has announced the postponement of the application of Mr Daugherty’s ruling until_October_ 14. Tho ruling prohibits American ships from carrying liquor anywhere. Diplomatic circles are of opinion that the edict will probablv cause international friction. —A. and N.Z. Cable.
