Press Association—By Telegraph—Copyright. WASHINGTON, August 24. Mr A. W. Mellon (Secretary to the Treasury) lias issued a statement contradicting the intimation contained in Earl Balfour’s recent Note that the. United States required Great Britain to guarantee a return of the money loaned to tho other Allies during the war. Mr Mellon declares that the associated and other Allies -borrowed on their own account, and he produces memoranda to show that this was clear to Great Britain. —A. and N.Z. Cable.
