[’An official Gorman Note recently announced a cessation of the payment of the pre-war commercial debts and compensation respecting (ho war-time seizure of private property. Neither class of payment comes under the jurisdiction of the Reparations Commission. They arc administered by a special clearing office, which agreed to a monthly payment by Germany of p 2,000,000. the arrears ot the liabilities to France alone are £13,000.000. Germany requested a reduction of the instalments to £500,000.]
