(Received July 29, at 1.5 a.m.) Replying to the Gorman Ambassador, who requested a reduction in the instalments which aro payable to Germany’s private creditors. M. Poincare stated that owing to Germany’s bad faith regarding debts the Allies bad unanimously decided to insist upon a continuation of the payments—namely, £2,000,000 monthly.— Renter. [’An official Gorman Note recently announced a cessation of the payment of the pre-war commercial debts and compensation respecting (ho war-time seizure of private property. Neither class of payment comes under the jurisdiction of the Reparations Commission. They arc administered by a special clearing office, which agreed to a monthly payment by Germany of p 2,000,000. the arrears ot the liabilities to France alone are £13,000.000. Germany requested a reduction of the instalments to £500,000.]
