(Received December 22, at 9.15 a.m.) The ‘Chicago Tribune’ Shanghai correspondent says that, despite the recent unification mandate issued by the President of China, the northern and southern factions seem to be drifting further apart. Sun-Yat-Sen,-who recently assumed control of the Canton Government, telegraphed to Peking demanding the dismissal of all military men, the withdrawal of the unification mandate, and that Peking should refrain from further foreign loans. The Peking Government declares the demands impossible, and notified- Japan that neither "The Chinese people nor the Northern Government can be responsible for Japanese loans made to the southerners.—A. and N.Z.
