(Received October 15, at 10.5 a.m.) 'J he International Consortium delegates here have announced Unit they would welcome the co-operation of local Chinese capital in the development of China’s pub lio enterprises, railways, etc. A resolution to that effect will be- communicated to Peking, in order that the Government and people may know that the consortium will encourage such co-operation. The consortium at the present time has not anv immediate loan before it, but is occupied with organisation. The loan question will come up later, possibly in the near future, but only upon the application, of China herself.—A. and K.Z. Cable.
