WASHINGTON, March 24. During the Senatorial investigation into Admiral Sims's criticism of the U.S. Navy Department Senator Pitt-man charged Admiral Sims with relying very much upon the British Admiralty for their opinions and recommendations, and desired to turn over the whole American navy to the British, regardless of its need "for the protection of the United States' coasts.-
