The newspapers are reserved in com•menting on the international situation, especially President Wilson’s Adriatic Note. , The ' Daily Graphic ’ says : “ The Allies’ Note to Holland is an excellent piece of forensic eloquence, but its authors are obviously conscious that it will have no effect upon the Dutch Government. It taraelv closes with, the suggestion that the distinguished criminal should be sent abroad. A similar face-saving expedient is suggested in connection with the minor war criminals of Germany. The whole business has been allowed to drift into a hopeless tangle.” The ‘ Morning Post ’ is of opinion that the Entente are climbing down. PARIS, Februaiy 16. The ‘ Echo de Paris ’ states that, while the trial of the war criminals is definitely held up, it is believed that the Powers will permit Germany to try the criminals, reserving the right to take further measures if the result of the trials is regarded as unsatisfactory. A FRENCH VIEW, PARIS, February 17. The ‘Journal des Debate’ says that the Allies Note to Germany does not insist at_ present on the surrender of the war criminals, in view of Germany’s unwillingness, but declares that anyhow the engagements by Germany will remain valid. The Allies are apparently deferring their decision® until they see whether Germany intends to carry declared intention of herself proceeding against the persona accused. HOLLAND FIRM. THE HAGUE, February 17. _ T According to the Dutch newspapers, Holland has decided to adhere to her refusal to give up the ex-Kaiser.
