ST. KILDA COUNCIL
The 'fortnightly meeting of the St. Kilda Borough Council was held last evening, and was attended by the Mayor (Mr C. N. Scurr) and Crs J. Dove, J. Ritchie, 0. Densom, R. W. Hall, H. W. Allen, H. Smoaton, A. Teller, A. Kilpatrick, and A. Edgar. The Secretary of the Drainage and Sewerage Board wrote suggesting that a conference be held of representatives from the City Council, St. Kilda Council, and the Drainage Board with reference to the question of compelling owners of lowlying sections to nil them in, or otherwise prevent the accumulation of stagnant water. —The Mayor said that the borough had made every endeavor to get the Government to take this matter in hand, but without success.—The council agreed to the holding of the conference, and it was decided that the Mayor and Cr Densem be the council’s delegates at the conference. A letter was received from the secretary of the Otago Hospital and Charitable Aid Board requesting that the combined districts of tire Peninsula County, Green Island Borough, and St. Kilda Borough appoint some person to fill the vacancy on the board caused by the death of Mr W. T. M'Fnrlane.—ln this connection a letter was received from Mrs Elizabeth M'Parlane stating that, in view of her training as a nurse, she was anxious to represent the district on the Hospital and Charitable Aid Board, the seat having been rendered vacant by the death of her husband. She asked that the request be brought under the notice of councillors. — Cr Allen suggested that Cr Dove should be nominated to fill the vacancy.—ln reply Cr Dove said ho knew that several councillors had been approached in connection with the matter, and he would not do anything to hinder the lady’s nomination. If there had been an election he had intended to contest the seat as the representative of friendly societies, but he had delayed making any announcement out of respect to tho late Mr M'Farlane. — It was resolved to invite tho Green Island and Peninsula bodies to a conference to be held on September 30. Mr T. S. Culling wrote objecting to the council charging rates on Culling Park, as it was contrary to the conditions of his lease to the council. Ho asked that all rates so collected be refunded.—ln connection with this matter a letter was received from Messrs Callan and Gallaway, who wrote stating that the St. Kilda Bowling Club lease wae granted by Mr Culling prior to the Culling Park lease; also that the lease from the City Corporation to the Bowling Club having been consented to by Mr Culling, it was not affected by the Culling Park lease.—The matter was discussed at some length In committee, and it was eventually decided, on the motion of Cr Densem, seconded by Cr Hall, to grant a new leasfe to the St. Kilda Bowling Club at an annual rental of £ls, and that no rates be charged. The Town Clerk reported that no applications had been received for the position of surfaceman and fireman motor driver. -—lt was decided that the appointment of a suitable man be left in the hands of the Mayor, captain of the fire brigade, chairman of the Fire Brigade Committee, and the foreman of the borough. The Borough Inspector reported that the surfacemen had been employed during the past fortnight patching with Itin metal Richardson, Do Carlo. Normanby, Council, and Mills streets and Victoria road. The footpath in Gourloy street had been spread with stone dust and rolled.— Tho report was adopted. The Finance Committee reported that the district fund account had a debit balance of £7.718 13s lOd. Tho credit balances of the various accounts were as follow; —Snccial loan account No. 2, £1 19s id; special loan account No. 3. £763 6* 6d ; drainage and sewerage account, £B2 2s 6d.—The report was adopted.
