PATROLLING THE PACIFIC

JAPANESE-AMERICAN CO-OP ERATION. It -was stated recently that complete plans have been worked out in Washington and Tokio for the joint patrol of the Pacific! by American and Japanese warships. Secretary Daniels asserted that the naval experts of both countries had discussed the situation at length, and reached complete agreement. Unofficially it was learned that the United States will be in sole patrol of waters off the American Pacific Coast and beyond Hawaii. This American patrol will probably extend as Lit as Guam. Off the China coast and on the important trade lines to Vladivostock, Japanese warships will co-qperato to keep the sea dear of German raiders. While generally viewed as dual control, it is in reality tripartite, as British warships' also are engaged in hunting down raiders in the Pacific. On tho western coast of Canada, American ships are doing a great part of the work, as there are few British war vessels in those waters, but in the fan reaches of the ocean the British Asiatic fleet is doing duty. One feature of the patrol will be tho possible guarding of the Australian coasts by Japanese war vessels. The major ships of the Australian Navy are understood to be in, other waters.
