HOME RULE FOR FINLAND.
RUSSIA'S CONCESSION. Reuter's Telegrams. HELSINGFORS, October 8. (Received October 9, at 12.15 p.m.) Bills have been published proclaiming Finland a republic and reflating RussoFmnish relations. The latter, which will be submitted to the Russian Constituent Assembly, provides for the continuance of Russo-Finmsh union on the basis of Finnish autonomy.
