' ' PETROGRAD, October 8(Received October 9, at 10.25 a.m.) Complete agreement has been reached between the Government and the Democratic Conference as to the inclusion of tho bourgeoisie elements in the Coalition. M. Kerensky is consequently reconstituting a Coalition Government.
