IS FERDINAND FRACTIOUS? Keuter's Telegrams. MUNICH, October 8. (Received October 9, at 12.15 p.m.) Bavarian papers state that the Emperor of Austria, tne Kaiser, and the Sultan of Turkey will shortly proceed to Sofia to confer with King Ferdinand. Great importance is attached to this meeting.
