POST AND TELEGRAPH CONFERENCE. - (Per United Press Association.) WELLINGTON, August 29. Tho Post and Telegraph Conference to-day passed resolutions suggesting a scale of bonuses to meet special distress owing to the depreciated purchasing pow.-r of the sovereign; also suggesting the payment of the war bonus to temporary 'postmistresses devoting their full time to 'their duties, and urging the Government to grant half-pay to officers who had left on active service and had been transferred to specialist duties. The conference decided to protest against a reduction of travelling allowances, also against the department's action in demanding a refund of the 1916 war bonus from ofnrors who afterwards left on active service.
