LONDON, June 28. (Received June 29, at 12.5 p.m.) The situation in China appears easier. The generals commanding Chih-Li, ShanTung, Eng-Tien, and Ho-Nan have agreed to withdraw their troops and cancel their declarations of independence in consequence of the President agreeing to the reorganisation of Cabinet, the reducing of his powers, the redrafting of the Constitution, and the re-election" of a Parliament with a reduced membership.
