RUSSIA NEEDS MUNITIONS.
WASHINGTON, April 26. (Received April 27, at 12.25 p.m.) Air Francis, the American Ambassador to Russia, reports that all the Russians need to defeat Germanv is a plentiful supply of finances, munitions, and railway equipment. He was pained that anything should have provoked suggestions of a separate peace, which were unfounded; but the submarines had reduced the quantity of munitions received from Britain, and the supply from Japan was inadequate. The only danger was that revolutionary elements might quarrel before a, strong central authority is established.
