AMERICAN MERCHANTMEN.
ARMING INEVITABLE
WASHINGTON, February 17. Cabinet' has considered the question of arming American merchantmen. It is believed that Cabinet is convinced that the arming of them forthwith is the only possiblo solution, and it is expected that the navy will provide the guns and perhaps the gunners within 10 days.
NEW YORK, February 17. The ' New York Timcs's ' Berlin correspondent has been given to understand that the arming of merchantmen will make the crisis most, acute, as Germany will prohibit the submarines from saving the lives of the passengers and crews "even if other circumstances permit.
