NOT OUT OF THE WOOD, BUT PROSPECTS GOOD. 'The Times.' LONDON, November 5. (Received November 6, at 9.40 a.m.) Mr Stanley Washburn, reporting from Rumanian Headquarters, states that the general situation has greatly improved. The gravest menace has been temporarily averted. The great enemy opportunity 'was to inflict a disaster before the Rumanians were able to retire to the mountains, where they are better able to resist. The enemy achieved a partial tactical success, but strategically they achieved nothing deeisiv* in their attempt to demoralise the Rumanians, who are settling down to a stubborn defensive, fighting step by step in the valleys. If the Rumanians are able to continue this the enemy should be unable to reach the interior of Rumania or cut the north and south railroad. But it cannot be assumed that Rumania is safe until the enemy's intentions and capacity to fulfil them have been which will probably not be before cold and snow' terminate this year's serious operations. The Rumanians' retreat is so slow that there is reason to hope that the arrival of Russian supports will be timely.
