Tho British Embassy here, has expressed regret at the searching of the Philippine Islands steamer Cebu within United States territorial''waters. It is explained that fog misled the British commander. Tlie steamer Cebu was stopped because the British believed that Gorman plotters, who were recently active in Manila fomenting revolution in India were aboard her. Britain protested against plotters being allowed, to remain in Manila who were being heavily subsidised by Germany, but thq United States as yet has not taken any action.
