WASHINGTON, September 20. (Received Sepi ember 21, at 11.20 a.m.) The heads of the Department of Justice bureaus ot Chicago, New York, and Philadelphia met in Washington to-day to try to arrange lor the secrecy of the testimony of j' vea “ky society men concerning’ the a , operations of the most daring band ot blackmailers in America's history. Ihe Department of Justice baa evidence showing i hat tho gang have been operating with beautiful women, and hare fleeced their victims of over a million dollars by threatening proceedings under the white slave law, which inflicts severe penalties on men accompanying women on interstate journeys. The Department of Justice cannot break the gang without the testimony of the victims, who protest that it would Ain their reputations if they testified publicly. Ef. forts are being made to discover legal meani for proceeding in camera.
