NEW YORK, September 4. (Received September 5, at 11.40 a.m.) Secretary Lansing entertained the Mexican American Commissioners "to luncheon. In tho course of his speed he declared that a temporary settlement was easy, but America wanted a settlement which should include consideration of the rights of Americans who have interests in Mexico.
