ST. HILDA COUNCIL

-The fortnightly meeting of the . St. ICilda Borough Council was held last evening, and attended by Crs . Kilpatrick * (in the chair), Dove, Clark, Campbell, Edgar, and M'Connell. The Mayor w'as absent owing to indisposition. The Fire Brigade Committee recommended that a five-years’ service medal be granted Fireman Miller and a twoyears’ service bar to Captain Lucas. rfl he Finance Committee reported that the bank balances were as follows :—District fund account (dr),. £4,151 13s 2d; special loan account No. 2 (cr), £l9B 13s 9d ; special loan account No. 3 (cr), £970 T7s 6d; drainage and sewerage account icr), £l4B 9s 4d. The committee recommended that the account from the Hospital Board for £l7B for balance of levy be passed for payment.—Adopted. The Engineer (Mr B. B. Couston) reported that as regarded kerbing and channelling, Moreau street (west side) was completed, and a start had been made in Scott street (south side). The following would then be the order of the work: Miller street, Hardy street, De Carle street, Bridgman street, Cutten street, part of Victoria crescent, and part of Bay View road. The straight streets were being carried out first because the boards would be of little use after being bent to suit the curved alignment of Victoria crescent. It was intended to obtain material for asphalt from Musselburgh quarry. The season was now too far advanced to wait any longer for supply, and he considered sufficient material should he obtained at once under Mr Stevenson’s contract for ono side of Colder, Young, and Larkworthy streets. The .difference in cost would be £lO per street, but it was much better to incur that cost than run the risk of losing the season. He recommended that the asphalt be laid down in three courses—metal, screenings, and topdressing—on the same lines as last year, sufficient top-dressing only being used to fill interstices in the screenings and give a wearing surface. The Mayor had given instructions, after inspecting Forbury"crescent, to make the width of footpath Bft, and the alignment for the Telegraph Department had been set out accordingly. The quarry contractors were notified prior to January 16 to supply screenings and metal for February, and it was proposed to give the same order for March. There had been no delivery this mouth, and screenings had been obtained under Stevenson’s contract. There were two fences on the north side of Fergusson street that required to be shifted back to proper alignment before construction works could proceed.—The Works Committee, reporting on the matter, approved of the report with the exception of the clause relating to asphalting, which was referred to "the council. It was finally decided to instruct tho engineer to get material from Shiel's or Anderson Bay quarries for Calder, Young, and Larkworthy streets.
