SUSPENDED FOR THE REST OF THE SESSION. MR PAYNE’S PUNISHMENT. [.From: Our Own Reporter.]
Before formal business in the House was taken the speaker said he noticed Air ravne m his seat, and informed, tao mein bar for Grey Lynn that the House had decided, to give him an opportunity to make an explanation. Mr Payne immediately proceeded to explain that his words “He sits there by bribery and corruption” did not have a personal application to Mr Massey in nis capacity as Leader of the House. The Speaker said Mr i’avne must unreservedly withdraw his"words. Mr Payne again attempted to explain, but was again instructed to withdraw his words unreservedly. Mr Payne absolutely refusd te withdraw. hir Joseph Ward advised him to unrcservedlv withdraw. Mr Payne said he appreciated Sir Joseph Ward’s advice, but was quite convinced that ids meaning in using the words was PCiTecliy clear, and ho would not withdraw them. On the motion of the Prime Minister Mr Payne, who was ordered to withdraw from the Chamber, was suspended for the remainder of tho sesMr Webb being tho only dissentient.
