THE SPIDER AND 'THE WEB. At th© Palmerston North Police CouHi yesterday, before Mr Poynton, S.M., two bookmakers—Jack Moughan and Thomas lorpey—were charged with betting on licensed premises. It appears that lospoctor Wilson (Wanganui) detailed Constables Farnworth. (Wanganui) and Brown (New Plymouth) to fay to get bets with accused, with successful results. Farnworth sorted out the winners, and made bets with both accused, with successful results in sonic instances, the illegal transactions taking place in two of the local hotels. Moughan denied on oath any recollection of having laid th© odds with Constable Farnworth, but admitted having boon previously convicted on a similar charge. The procedure adopted in both cases was for Farnworth to go to the accused and have 10s bets, some of them in licensed premises, where, if successful, the dividend was to be collected. He was previously searched by Constable Brown, who was in a handy position. When h© collected the dividends he was carefully shadowed to some secluded spot, and the cash he had gathered in from the unsuspecting bookmaker carefully counted and placed in an envelope. Moughan, it being his second offence, was fined £SO and costs, while Torpey, a first offender, was fined £25 and costs.
