THE CALL TO ARMS. Press Association—By Telegraph—Copyright. BERLIN, March 22. The call for training volunteers and women nurses is meeting with an enthusiastic response. The Monarchists, who are promoting the movement, urge the Reichstag to give the Government a blank cheque of £50,000,000 by refraining from discussing the proposed army increases. The ' Vossiche Zeitung' (Radical) expresses the hope that the Reichstag will not be influenced by this pronunciamento. The 'Cologne Gazette' (semi-official) states that it i.s intended to levy a tax of 12s on every £IOO, which will apply to all fortunes, instead of a tax on a graduated scale.
