Press Association—By Telegraph—Copyright. ST. PETERSBURG, January 1. M. Buriet Djorjieff has arrived at* Urga from Lhasa. He announces Tibet's declaration of independence and the Dalai Lama's accession. Tibet, he says, seeks a treaty between Tibet and Mongolia, and also an agreement placing Tibet under Russia's and Great Britain's protection. She offers Russia and Great Britain freedom of trade, with th© right io exploit Tibet's natural resources and construct railways.
