ST. PETERSBURG, November 13. There is a general strike in the factories and workshops here as. a protest against the 17 death sentences passed on the sailors responsible for disturbances in the fleet. The police stopped a demonstration, and arrested many pepole. The Czar has pardoned the soldiers who were condemned to penal servitude for life for leaving the ranks during a review in order to present a petition. to him. The decree says that the pardon is an expression of thanks to God for the Tsarevitch s recovery.
