A PRESIDENTIAL ADDRESS.

[Pen United Press Association.]

CimiSTC'HUUGTI, August 27. At the annual meeting of the Chamber of Commerce Air It. Hill "Fisher was elected president. The retiring president-, the Hon. W. F. Wigraisi, delivered an address dealing with the world's production of gold, showing that tho accumulation of gold was causing depreciation of that metal, to the disadvantage of creditor countries like England and the advantage of debtor countries like New Zealand. He believed that tho prosperity of New Zealand was due in some measure to the increased production, of gold. Referring to national finance, Air Wig*am said that tin recent loan had to be ra\sed at an inconvenient time. He suggested a return to the system of the 15-40 year loans, which were repayable or convertible at any time between 15 and 40 years. He also thought that New Zealand should adopt a system of Consols.
