LEGISLATIVE COUNCIL. There were two speakers to the debate in the Council afternoon 3 * 'The Hon. R. A. Loughlan said heV dissented from those who held that the Imperial Conference had been a failure. In his opinion it had done some very substantial work. The remarks of the Hon. H. F. ! Wigram also dealt with the of Imperialism, and Ae relS^ms' ; 'd|£'Britain., to the Dominions.. He praised thje Mother Land for its treatment of the colonies, to whom she had given practical freedom on their attaining years of discretion. Ho did not think a consultative Council of Empire would do all that was claimed, and held that sooner or later something in..the nature of an operative council would be set up to deal with Imperial affairs. . HOUSE OF REPRESENTATIVES. Mr Stallworfhy, in resuming the debate in the elective Chamber, asked for information concerning the system in vogue in the matter of promotions in the Police "Force, declaring, that there was a great deal of dissatisfaction in the force in this connection. After appealing for a. vigorous railway policy for the North of Auckland, ho referred to the prosperous condition of the Dominion, which he attributed to the Government policy. Mr Frasor spoke on the possibilities of irrigation in Central Otago, and urged that t,he work, when undertaken, bo not done in a perfunctory manner. He expressed satisfaction with the response of thtf country people to tho Defence scheme, and congratulated the Speaker and the Acting Prime -Minister on the honors received from the King. Dr To Rangiliiroa pressed for the appointment of another Judge of the Native Land Court, and pleaded for agricultural instruction to native children. Mr BuchanaJi generally condemned the Government policy, saying that had it not been for assisted immigration the population of the Dominion for 1910 would have been less than for the preceding year. At 10.20 p.m. Mr Ell moved" tho adjournment of the debate.
