WEST HARBOR COUNCIL.

The ordinary meeting on Tuesday etßSdn* was attended by the Mayor (Mr H. B. Moller), Grs Mitchell, Maurais, Bell, Trimble, Barker, i Grant, Blackie, and Crawley. ■ —Cc rres p ondence From the Undcr-Secretary of Interna! * Affairs enclosing a fonn of application for Coronation grant subsidy.—Received. t From Mr E. E. Stark, hoping the enclosed ) plan of street lighting for tho borough would ' prove useful.—Received. ; From Mr T. Boss offering 25 to 50 young : cabbage trees for planting in the Triangle ■ on Arbor Day.—The offer accepted with thanks, the chairman of the Reserves Committee to take charge of the planting of the ! Triangle. 1 From \V. Wilson, Killarncy Township, offering to pay portion of interest on the cost, of forming Roraau street, a much-needed improvement, that amongst other benefits would give direct access to the scenic reserve iu that locality.—Cr Blackie said £3O bad been set aside for the purpose of forming the street in question, and if the Government would give £ for £ on that amount, seeing tlie street would give access to the scenic reserve, the formation of the street could be proceeded with.— It was decided to act on Cr Blackie’s suggestion and ask the department to assist. —Coronation Hal!.— From Mr G. W. Carrington, secretary of the St. Leonards Hall Committee, asking that, as the £250 remitted by his committee to the council would not be required for some time, the amount be placed in the savings bank and the interest paid to the Hall ComI mittee, or else that tho council, by paying the I £250 to its credit at the bank, thus save in- i tercst on overdraft, and so pay the com- ! mittee a nominal interest of. say. 5 > per j j cent, until such time as the money was re- j | quired to pay the contractors for the hall. I | Tho writer was requested to point out. that if | the council had not asked for the £250 forthwith the Hall Committee would have placed I tho amount on deposit and received interest I on it. The claim was reasonable. —A further . lettgr said a site for tho hall had been chosen 1 in the school grounds, between the tenuis . court and the store, and having a frontage 1 to the Main road. The committee believed tho Education Board would grant tho use of this site free of charge. Would the council approve?— The matter of interest was left, io the treasurer to arrange as suggested.—His ! Worship said that as the ratepayers’ money j was in question in this case, it was im- I : perative that if tho hall were to be erected j j on other than a freehold site the site bo ' j leased for a number of years, with the usual j ; provisions for compensation in case of non- j j renewal.—Cr Blackio thought the Hal) Com- ' mittee were taking rather too much into their j hands, besides which their legal status was ! doubtful. The council were the proper j body to carry out tho matter. He would i | move that a hall committee be appointed. ‘ j consisting of the mayor, the two councillors ; | for St. Leonards Word, and the mover, and | that they arrange for the leasing for a period I of. say. 21 years of the site in question.—Cr I Maurais '■econded.—Cr Barker, who favored | a freehold site for the hall, moved as an i amendment that the matter of the hail re- | main in abeyance until a freehold silo be ob- ] tamed.—Cr Mitchell seconded tho amendment, j —Cr Trimble described the almost tinsur- i mountable difficulties in the way of procuring ! a freehold site iu a suitable position. A j freehold site was offered free of charge, but I it was not situated in a sufficiently central ; position to be used. He believed that a j lease of the proposed site in the school pro- I perty could bo arranged.—The amendment j was carried. ( —Reports. The Lighting Committee recommended that the light proposed to be erected at Harbor terrace be not proceeded with, as owing to a loop line it would cost £l3. and there was only £2 10s available for the work. They also recommended that the light at the corner of District road and Bishop street be not ; shifted, as previously suggested.—Adopted. j , The Works Committee reported, amongst G other matters, that they had inspected the j ‘ roads in Raveusbou£uo extension, and as a result they recommended that the works applied for by Mrs Woodhouac and J. S. Jones be gone on with, tbe cost not to exceed £SO; that £ls be spent on West street, aud that the balance of tho loan money be spent on parts of Reservoir street aud Manuka street. —Re footpath in Upper Atho| place and Hill street north, it was deemed preferable to 1 metal the roadway where needed rather than i I to form a footpath.—Adopted. 1
