Of course, one means politically so. The remedy for the late " scenes '' can only be in reformation to an elective Caoinet, an elective Upper House, and proportional representation. Will aspiiing politician give come attention to the evils of " party government " I They have proportional repreesutation ii? South Africa—for the Second Chamber certainly.—l am, etc., F.M.
