SIR WILFRID'S NAVAL POLICY

In tho House of Representatives Mr Gilbert, who recently defeated Sir Wilfrid Laurier’s candidate for Quebec, explained the Erench-Canadian attitude on tho naval question. He said that a plebiscite ought to have been taken previous to the formation of the navy, lie wished to preservo the country autonomy nnafl'ectcd, so that the fullest benelit would result to tho public expenditure. Other members criticised the existing cruisers, and declared that they would be useless in tho warfare, of the future.
Amendments disapproving of the Government’s policy, and demanding a plebiscite, were defeated by a majority of 50 votes.
