Last night’s meeting of the City Council was attends! by tho Mayor (Mr Cole), Crs Keast, Stewart, Sullivan, Barr, Gilkison, MThereon, Wilson, Rutherford, Todd, Marlow, Douglas, Fiddis, Clark, Burnett. Tapper, Tapley, tho North-east Talley representatives. Archdeacon Neild wrote asking permission t j liok*. open air processions in various parts of -iilo City iluring tho . coming Church, of England Mission. —1 emission granted. —Works Committee. — Cr Wilson, in moving tho adoption of tho Works Committee's report, said that in view ot tho refusal‘of the Harbor Board to reduce their charge against tho Council for dredging sewage from the harbor, instructions had been given to write to the Drainage Boar I pointing out tho desirability of expediting to completion such works as tho Draiqage Board might have provided for, with the object of discontinn ing tho discharge of all sewago into the harbor. The Drainage Board; he said, ought to either tako over the liability, or else seo that the whole of tho sewage was taken out of tho storm-water channels. Cr Marlow moved as an amendment that clause 5 be referred back to tho Committee. It read as follows: —“Clause 3of the report of the Committee of sth October, referred back by the Council to the Committee for further consideration, is herein resubuiittcl, the Committee adhering to their decision as therein set forth—viz., Messrs R. Sandilands and M. Stevenson have been notified to forthwith erect brick walls to premises erected by them in Anderson Ray road and Oxford street respectively, in accordance with tho requirements of by-law No. 6 of tho Borough of South Dunedin, failing which proceedings will ensue.” Or Gilkison said that lie was amazed to find that tho Harbor Board had not yet agreed to a reduction, because the amount of sewage going into the harbor at the present time must be very small indeed. The amendment was carried, and the report as am nr led was adopted. —Water. — Tho Water Committee, in a supplementary report, recommended that, provide;! the Borough of St. Kilda formally transfer to the City Corporation all rights in connection with tho 6in main along tho Anderson Bay road, the City agree to remove the meter from its present position at the railway overbridge to another position at tho corner of King Edward street, and to make such necessary connections, at an estimated total cost of £2OO, and in ac cordance with the recommendations of the acting city engineer as contained in his minute. Tho report was adopted. —A Patent.— Cr Keast moved the adoption of u supplementary report from the Tramways Committee, who recommended that the application of Messrs Potts and Belloe for permission to make a trial of their patent automatic tramway point on tho City tramway system he granted, the City to expend up to £3O in connection therewith and retain tho rights. CT Keast said fhat these gentlemen were to he congratulated on bringing forth such a splendid patent. It was proposed to lay down the lest point ut tho intersection of For bury corner of David street, where, if anything serious went wrong, the traffic, would not bo hampered. Any cost above £3O would have to be home by the promoters, Cr Burnett seconded, but asked why Ihe Council should pay the sum of £3O to tost a patent. Cr White asked why the Home makers nf automatic points, which were guaiiuiteed and a success, were not tried. Ho was opposed to spending £3O. The Council should not give assistance in such a matter as this. Let tho patentees get assistance from outside to try their patent. ■ Cr Wilson'said that the experience of patents in the past had not been satisfactory. 'Flie Council did not know sufficient about the matter. CT Tapper said the invention might become a great patent, ami the Council would get the rights for all time for the sum of £3O. Cr Tapley thought that tho young men who belonged to Dunedin should he given every encouragement. Cr Sullivan moved as an amendment that the danse he altered tlia-t the Council should contribute nothing to the cost of trial, but that this should he paid by the promoters. The amendment was lost, and the report adopted. [The present system of crossing points is that the car is pulled up,and the conductor runs ahead and levers over the longue to the proper side, the ear runs iver, the tongue is put hack, and the, tonluctor jumps on board again.
