Briand stated that'in view of recent personal and political incidents bo thought it best not to proceed with any partial reconstruction proposals,, as ho was anxious to leave President Fallieies entire freedom of action ; therefore he had resigned. Subsequently M. Briand consented to form a new Cabinet. AN ALLEGED PLOT. ’ PARIS. November 2. In connection with the conspiracy discovered during the railway strike, the newspapers detail an alleged plot to overthrow the Briand Ministry, and to place M. Jaures, tho Socialist Leader, at tho head of a provisional Government.
