LONDON, October 31. “ Pacificrus,” continuing his contributions to ‘ The Times,’ defining Federal Home Rule, states that the Federalists contemplate an Imperial Parliament, consisting of Lords and Commons, to consider questions of Imperial and foreign policy, .customs, defence, constitutional changes, also certain powers of co-ordination, revision, and veto in regard to the acts of the national Parliaments. The writer admits that it is logical that if they are going to meddle with an ancient Constitution they ought to insist upon two Parliaments —one for the United Kingdom and the other for the Empire, wherein it would' be practicable to secure the representation of the Overseas Dominions. But the British are slow in moving, and prefer two stops to one. Some Federalists desire two national Parliaments—one for Great Britain and the other for Ireland—while others desire the restoration of a heptarchy and the establishment of two lowland provinces in Ireland and provinces in Wales. Undivided moderate opinion favors a form of national Parliament.
