SPEECH BY THE PREMIER. CAPITAL AND LABOR. Press Association—By Telegraph—Copyright LONDON, October 11. M. Biiand (Premier), in the course of an address at Perigueux, announced a Bill to provide pensions for female workers belonging to the Peasant Women's Association. Capital and Labor had raised new problems. The trade unions had no more right than individuals to impose their will to tho detrimont of the community. He did not, however, believe that the conflict between Capital and Labor was bound to be eternal, and he looked to some form of profit-sharing to provide a solution of the problem. He debated tho desirability of maintaining or abolishing tho scrutin d'arrondissement, which was valuable while the Republic was establishing itself, but which bad latterly developed narrowing and excessively local influences. The Republican party must free themselves of parochial interests. The Ministry could not remain in office if they were beset bv petty intrigues. [Under the scrutin d'arrondissement each department is divided into a number of arrondissements, each elector voting for one deputy only. Prior to 1876 the scrutin do liste was in operation, each elector voting for as many deputies as the entire department was entitled to elect.]
