THE PASSAGE OF THE DARDANELLES. ■ Press Association—By Telegraph—Copyright. LONDON, October 8. The ‘Kolnische Zeitung’ (Germany) states that Rifaad Pasha, the Tnrkieh Minister for Foreign Affairs, is visiting the Czar for the purpose of securing a political and military understanding concerning the passage of the Dardanelles by warships. Rifaat Pasha has been instructed to bring about a meeting between the Czar and the Sultan.
