(Received October 9, at 8.30 a.m.) Parliament is at a standstill, and the Government party are torn with dissensions. The members of the wine-produc-ing districts informed Ministers that their Budget proposals for the relief of the industry were insufficient, and they are now seeking an opportunity'to defeat theMerriman Ministry.
