A LAND BILL. Press Association—By Telegraph—Copyright. ST. PETERSBURG, November 6. (Received November 7, at 8.0 a.m.) The Government have submitted to the Duma a Bill enabling the peasants to own land apart from the commune. Opposition speakers complained that the measure would only create a class of small landowners without satisfying the demands of the bulk of the peasantry.
