A NAVAL CONFERENCE

(Received November 4. at 8.55 a.m.) The King has appointed Earl Des-art his plenipotentiary to the International Naval Conference, which will bo opened in London on December 1, to discuss the laws of maritime warfare. The Conference is the outcome of proposals made at the last Hague Conference for the establishment of an Internationa! Prize Court.
