MACEDONIA'S NEEDS
RUSSIA AND REFORM.

Russia, in a Note to the Powers, states that since the complete and sincere application of the principles embodied in -the charter which the Sultan has spontaneously granted to Turkey would assure Macedonian reforms which the Powers are pressing to obtain, Russia is ready to suspend htx programme ->f reforms in order to avoid any expression of distrust of the Sultan and the Ottoman Government. Russia states that Great Britain has also abandoned for the moment the pressing other reforms.
The Sultan has warned the Powers not to consider their reforming role terminated unless a real improvement is effected in Macedonia.

August 14. • i (Received August 15, at 845 a.m.) Thoie are no present fears of trouble in Macedonia, but the Teacfionaries are constantly encouraging strikes among cigarette makers find porters. The Government are acting energetically, and have crested the lenders of the cigarette strikers.
