THE OPIUM EVIL

PEKIN, September 22. As the outcome of the recommendations of the Chinese Commissioners who have been touring the United States and England, Yuan-Shih-Kai (Viceroy of ttio Province of Chili) and Tang-Shao-Yi (Minister of the Board of Foreign Affairs) have, been consulted, with the result that an Imperial edict has been issued which abolishes the use of opium by both the foreign and native population within a decade. The edict strongly condemns tho evils of this foreign drug, and orders regulations to enforce its suppression.
[The cultivation of opium is a monopoly of the Indian Government, and is restricted to Bengal and the United Provinces. The Government receive the crop and manufacture it at the factories at Patna and Ghazipur_ for the foreign market. Some of the native States grow what is known as Malwa opium, on which the Indian Treasury levies heavy export duties.]
