A bomb was thrown at and killed the Chief of Police at Siedlec. The assailant escaped. Last week one hundred and seventy-two Government officials were killed in Russia, and forty-two wounded. One hundred and twenty bombs were discovered, and twq ; hundred and seventy-six arrests made. AN OFFICER MURDERED. ST. PETERSBURG, August 22. The) residence of the commander of the Borissov Regiment, at Samara, was entered, and that officer killed. Methylated spirits were poured on his body and lighted. His assailants are unknown. The Viborg correspondent of the 'Temps' telegraphs the startling assertion that Mendelssohn and Co., bankers, of Berlin, with the desired eventual participation of French and other bankers-, are actively negotiating to pay Russia £60,000.000 in' gold for the Russian State Bank charter. It is proposed to convert it into a limited liabilitv company, with Count Witte as the head,"and to assume the State Bank's principal privileges, including a monopoly of bank-note issue. 0
