ATHENS, June 18,
Ronmania explains that her action in excluding Greeks was the result of the Greek Government permitting bands, organised in Athens and commanded by Greek officers, to cross the Turkish frontier, and to plunder, murder, and terrorise ■Roumanian residents in Turkey. 'The reason assigned by Roumania for the Greek raids is that the Porte had recently guaranteed equality of rights to Roumanians living in Turkish territory.
